“La política internacional se ve reflejada en la política nacional”

El analista político Prof. Lic. Carlos Pereyra Mele, describe la situación actual de los conflictos que atraviesa la Argentina y su relación con el mundo. Asegura que las relaciones internacionales determinan las políticas nacionales. En ese marco criticó el alineamiento de nuestro país a las directrices de Estados Unidos.

-¿Cúal es la situación actual de nuestro país en relación a las potencias mundiales?

-Lo primero que tenemos que entender es que la Argentina hoy en día no tiene soberanía ni diplomática, ni política ni económica. Ha hecho un alineamiento total y absoluto a políticas regionales siguiendo los dictados de Washington, por eso integramos el Grupo Lima, por eso hemos desmantelado la UNASUR, por eso hemos boicoteado el MERCOSUR, por eso no estamos presentes en ningún foro internacional serio, participamos de Davos muy lateralmente. El problema parte en que hoy en día todo lo que existe en política internacional luego se ve reflejado en las políticas nacionales, no es al revés, porque nosotros no tomamos decisiones que influyan en nadie, sino que son políticas globales que luego nosotros las sufrimos. Entonces debemos actuar en consecuencia para ver cómo maniobramos en decisiones que se toman extra límites nacionales. La Argentina carece de una política exterior seria.

-¿Cómo caracteriza al Gobierno actual?

-Este es un Gobierno de dependencia absoluta y lo ha decidido así. Por supuesto que tiene todo un aparato mediático que confunde, oculta y defigura la realidad. Hoy en día cuando hablamos en cualquier país del mundo dicen la Argentina no existe.

-¿Hay una disputa por los recursos naturales?

-El tema de los recursos naturales lo hemos visto reflejado en el “mejor gabinete de los últimos 50 años”. Porque el sector energético se entregó a la Shell, el sector agropecuario se lo entrego a Monsanto, y así sucesivamente, es evidente que se ha privatizado el Estado y por lo tanto las decisiones que van a tomar esos gerentes, porque esa es la función, la de gerentes, no dueños de las empresas. El gerente está para hacer cumplir ganancias y recibir órdenes de un directorio y si el directorio ve que ese gerente no sirve lo cambia apenas termina el balance porque no alcanzó los objetivos planteados.

-¿Cómo se ve eso?

-Lo vemos en lo que se está hablando del tema Vaca Muerta. Más allá del daño ecológico que sabemos que se está produciendo y que vamos a pagar como consecuencia, está el tema más profundo que es que hemos entregado un patrimonio nacional que es del Estado, no de una provincia a grupos multinacionales, y esos grupos se están beneficiando y se van a seguir beneficiando. El problema es, le damos esos beneficios a esa empresa y el inventario de beneficios nuestros ¿donde está?, no existe.

-¿Cuáles son lo conflictos actuales?

-Por supuesto que Estados Unidos levanta la bandera del conflicto por la base de control aeroespacial China en la patagonia, pero realmente es un conflicto secundario. Lo que hoy en día debe preocuparnos a los Argentinos es el siguiente planteo: hace una semana y media atrás en el Regimiento 1 de Patricios hubo una reunión encabezada por el embajador de Estados Unidos y por el embajador de Israel, organizada por el operador Mario Montoto, que es el representante de la Cámara Argentino-Israelí de Comercio y fundamentalmente es el proveedor de armas para toda Sudamérica. Eso se hizo en el regimiento histórico y emblemático, que nació antes que la Patria, porque nació del enfrentamiento criollo contra el invasor inglés, en 1806. En ese marco de simbolismo el tema fue el problema de la triple frontera. Volvió a salir a la luz un problema que no existe en la realidad. Estos grupos plantean que si existe los problemas de terrorismo internacional acompañado del narcotráfico. Y además el contrabando, algo más viejo que la injusticia. Se nos prepara un nuevo conflicto. En el marco del cual la Argentina carece de Defensa, carece de Fuerzas Armadas, carece de Servicios de Inteligencia y además en un lugar que es falso porque ese lugar está monitoreado desde los ataques a las torres gemelas, 2001, por grandes grupos de inteligencia argentinos, brasileros, paraguayos y norteamericanos que controlan esa región y no pudieron descubrir absolutamente nada en 18 años. Nos están inventando para la prensa y para el pueblo un conflicto inexistente.

-¿Cuál es el objetivo con la creación de estos conflictos?

-Es la herramienta que utilizan desde Estados Unidos para el control de los recursos naturales en toda Sudamérica. No solamente el recurso del acuífero guaraní sino que también controlan a Brasil por el sur, controla a Bolivia, que tiene una de las reservas de litio más grandes del mundo junto con la Argentina. El litio Boliviano está siendo administrado por el Estado boliviano, en operaciones conjuntas con empresas extranjeras, pero el Estado boliviano administra el destino específico de las ganancias y la administración de los beneficios de eso, cosa que no ocurre del lado argentino. También ellos lo ven como un conflicto en ciernes. Porque la política norteamericana para este territorio del sur es control absoluto para negociar todos estos recursos que tenemos a su competidor principal, que es China. Ellos quieren ser los que tengan que ser de intermediarios, nosotros tenemos el producto, ellos lo venden, ellos lo cotizan y ellos reciben los beneficios. A nosotros nos queda el envenenamiento de la tierra, perdemos el recursos porque no es renovable y seguimos siendo productores de materias primas sin ningún beneficio ni incremento de la calidad de vida.

«International politics is reflected in domestic politics»

The political analyst describes the current situation of the conflicts that Argentina is going through and its relationship with the world. Ensures that international relations determine national policies. In this context, he criticizes the alignment of our country with United States guidelines.

– What is the current situation of our country in relation to the world powers?

-The first thing we have to understand is that Argentina today has no sovereignty, diplomatic, or political or economic. It has made a total and absolute alignment to regional policies following the dictates of Washington, that is why we integrate the Lima Group, that is why we have dismantled UNASUR, that is why we have boycotted MERCOSUR, that is why we are not present in any serious international forum, we participate in Davos very laterally. Argentina lacks a serious foreign policy.

-How do you characterize the current Government?                                                             

This is a government of absolute dependence and has decided so. Of course it has a whole media apparatus that confuses, hides and defigures reality. Nowadays when we speak in any country in the world they say Argentina does not exist.

– Is there a dispute over natural resources?                                                                                                                              

-The issue of natural resources we have seen reflected in the «best cabinet of the last 50 years». Because the energy sector was handed over to Shell, the agricultural sector was handed over to Monsanto, and so on, it is clear that the State has been privatized and therefore the decisions that those managers are going to make, because that’s their function, it is that of managers, not owners of the companies. The manager is to enforce profits and receive orders from a board of directors and if the board sees that the manager does not serve he changes it as soon as the balance ends because he did not reach the objectives set.

– How do we see that?      

-We see it in what is being talked about Vaca Muerta issue. Beyond the ecological damage that we know is occurring and that we are going to pay as a consequence, there is the deeper issue, which is that we have given a national patrimony that is from the State to multinational corporations, and those groups are benefiting and will continue to benefit. The problem is, we gave up those benefits to the companies, and the inventory of our benefits? Where is it? It does not exist.

-Which are they current conflicts?   

-Of course, the United States raises the flag of the conflict for the Chinese aerospace control base in Patagonia, but it really is a secondary conflict.  What today must worry the Argentines is the following frame: a week and a half ago in Regiment 1 of Patricios there was a meeting led by the US Ambassador and the Ambassador of Israel, organized by the lobbyist Mario Montoto, who is the representative of the Argentine-Israeli Chamber of Commerce and fundamentally is a supplier of arms for all of South America.  In this framework of symbolism the “issue” was the problem of the triple frontier. A problem that does not exist in reality came back to light. These groups suggest that there are international terrorism problems accompanied by drug trafficking, contraband is something older than injustice.

A new conflict is prepared for us. In the framework of which Argentina lacks Defense, it lacks Armed Forces, it lacks Intelligence Services. and also in a place that is false because that place is monitored since the attacks to the twin towers, 2001, by large Argentine, Brazilian, Paraguayan and North American intelligence groups that control that region and could not discover anything in 18 years. They are inventing a non-existent conflict for the press and for the people.

-What is the objective with the creation of these conflicts?    

-It is the tool used by the United States for the control of natural resources throughout South America. Not only the access to the Guarani aquifer resource, but also to control Brazil from the south, to control Bolivia, which has one of the largest lithium reserves in the world along with Argentina. The Bolivian lithium is being administered by the Bolivian State, in joint operations with foreign companies, but the Bolivian State administers the specific destiny of the profits and the administration of the benefits of that, something that does not happen on the Argentine side. They also see it as a fledgling conflict. Because the North American policy for this territory of the south is of absolute control to be able to compete for all these resources that we possess with its main rival, which is China .  They want to be the intermediaries, we have the product, they sell it, they quote it and they receive the benefits. We have the poisoning of the land, we lose the resources because they aren’t renewable and we continue to be producers of raw materials, without any benefit or increase in the quality of our life.
